CIVICS - The Arizona Clean Elections Commission is a practical and transparent system for supporting fair campaigns in our state. Established by voters in 1998, the Commission administers the Citizens Clean Elections Act, giving candidates a way to compete for public office without relying on large private contributions or special-interest funding. It also gives voters a direct, accountable way to help shape elections from home — a civic tool many Arizonans don’t realize they have.
The Clean Elections system is built around a straightforward idea: campaigns should be accountable to the public, not private donors. Candidates who participate in the program agree to spending limits, detailed financial reporting, and ethical restrictions in exchange for public funding. This structure allows them to focus more on issues and voter engagement instead of constant fundraising.
Funds for the program do not come from general tax dollars. Instead, they are drawn from sources such as a 10% surcharge on civil and criminal fines, penalties for campaign violations, and the small “qualifying contributions” that voters provide. These qualifying contributions are only five dollars each, and every dollar is documented by the Arizona Secretary of State’s office.
How the Program Works
